Dubai does well in trying to keep a degree of order when it comes to developers, their buildings and the owners. Dubai's Strata Law is one such example.
Way back in 2007 the Strata Law of Dubai (Law No 27 concerning ownership of jointly owned property in Dubai) was introduced. It is difficult to see any real presence of Owners’ Associations in Dubai.
Everyone will appreciate that tower blocks are built by the developer, then handed over to the purchaser and then, if the owner wishes, rented out to a tenant.
The buildings need to be maintained and at times repair work is carried out.
As the implementation of the Strata Law regulations in 2010 was addressed not as ‘regulations’ but as ‘directions’. This in itself added a little uncertainty to the Strata Law, hence, its little known existence to the lay person.
